Storybook must be running for this to load — bun run start:storybook from the monorepo root, or set NEXT_PUBLIC_STORYBOOK_URL to a deployed instance.

- Trigger before navigating to any external URL so people can review the destination and back out if it looks untrustworthy. A "Don't show this again" checkbox persists to local storage, so check that flag before showing the modal on subsequent link clicks.
